The Resilience Authority

The Resilience Authority of Annapolis and Anne Arundel County, created by the Maryland state legislature in 2021, is the country’s first multi-jurisdictional resilience authority — a quasi-governmental public-benefit entity for planning, funding, and completing infrastructure projects that mitigate current and anticipated effects of climate change.

Maryland is recognized as a leader in creating these innovative, efficient and effective entities. In its few years of existence, the RA has already achieved an impressive record of success. The Maryland legislature deserves high praise for creating entities like the RA, which enable public-private partnership to accomplish infrastructure goals for the public good that would otherwise be unattainable. Other states would do well to follow Maryland’s example.
